Party Leadership Group of CNIPA Holds Special Meeting to Convey and Study the Spirit of the Central Economic Work Conference On December 12, the Party Leadership Group of the China National Intellectual Property Administration (CNIPA) held a special meeting to convey and study the spirit of the Central Economic Work Conference, and to research and deploy the work of implementation. Shen Changyu, Secretary of the Party Leadership Group and Commissioner of CNIPA, presided over the meeting and delivered a speech. The meeting held that this Central Economic Work Conference is an extremely important meeting convened by the Party Central Committee at a crucial historical juncture when the 14th Five-Year Plan is about to conclude and the 15th Five-Year Plan is about to begin. It is of great significance for us to strengthen confidence, continue to strive, and achieve a sound start to the 15th Five-Year Plan. General Secretary Xi Jinping's important speech comprehensively summarized the economic work in 2025, deeply analyzed the current economic situation, and systematically deployed the economic work for 2026. It provides scientific guidance for ensuring a good start and solid foundation for the 15th Five-Year Plan, and is another brilliant document of Xi Jinping Economic Thought. In particular, the "Five Musts" for doing economic work under the new situation summarized and put forward by General Secretary Xi Jinping are a profound summary of China's development practice, elevating our Party's understanding of the laws governing economic work to a new height, and are of great guiding significance for us to continuously consolidate and expand the momentum of economic improvement and gain strategic initiative in fierce international competition. Premier Li Qiang put forward clear requirements for doing economic work next year in light of implementing the spirit of General Secretary Xi Jinping's important speech, which are highly targeted and instructive. The meeting pointed out that this year marks the concluding year of the 14th Five-Year Plan and is also an extraordinary year. Faced with the complex and volatile international situation and the arduous and heavy tasks of domestic reform and development, the Party Central Committee with Comrade Xi Jinping at its core united and led the entire Party and people of all ethnic groups across the country to rise to challenges and strive hard. China's economy has forged ahead under pressure, moving toward new directions and higher quality, demonstrating strong resilience and vitality, and the main goals of economic and social development will be successfully achieved. Over the past five years, we have effectively responded to various risks and challenges, achieved new major achievements in the cause of the Party and the country, made solid strides in Chinese-style modernization, and secured a good start to the new journey of the Second Centenary Goal. The fundamental reasons for these achievements lie in the leadership and guidance of General Secretary Xi Jinping and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully demonstrating the decisive significance of the "Two Establishments". The meeting emphasized that next year marks the start of the 15th Five-Year Plan, and doing economic work well is of great significance. We must effectively unify our thinking and actions with the spirit of General Secretary Xi Jinping's important speech, accurately grasp the overall requirements, policy orientations and key tasks for economic work in 2026 put forward by the Party Central Committee, and earnestly implement them in light of the actual work of intellectual property. We should give full play to the important role of intellectual property in incentivizing innovation domestically and promoting opening-up externally, and contribute more intellectual property strength to promoting steady progress, improving quality and efficiency of the economy. First, we should improve the intellectual property protection system in emerging fields, accelerate the revision of the **Regulations on the Protection of Layout-Designs of Integrated Circuits**, continuously improve the intellectual property protection rules for new fields and new business forms such as artificial intelligence, biological breeding and gene technology, accelerate the construction of a data intellectual property protection system, and improve the quality and efficiency of intellectual property examination, so as to provide strong support for opening up new tracks for economic development and forming new advantages in international competition. Second, we should further advance the transformation and application of patents, conscientiously summarize the practical experience of the special action for patent transformation and application, consolidate good practices, promote the institutionalization, normalization and long-term effectiveness of patent transformation work, and better drive the transformation of scientific and technological achievements into real productive forces. We should vigorously develop the trademark and brand economy and the characteristic economy of geographical indications, and provide good services and guarantees in the field of intellectual property. Third, focusing on better coordinating development and security, we should strengthen international cooperation on intellectual property, adhere to equal and consistent protection of intellectual property rights for domestic and foreign enterprises, and help create a world-class business environment. We should improve the work system for guiding the response to overseas intellectual property disputes, and earnestly safeguard national security in the intellectual property field and the legitimate overseas interests of enterprises. Fourth, we should uphold and strengthen the Party's overall leadership over the cause of intellectual property, establish and practice a correct view of political achievements, formulate and implement the 15th Five-Year Plan for intellectual property, and focus on promoting high-quality development. We should advance comprehensive and strict governance of the Party with the sobriety and firmness of always being on the road, and provide a strong political guarantee for the high-quality development of the intellectual property cause. Fifth, we should coordinate all work at the turn of the year. We should do a good job in wrapping up this year's work and planning for next year's work, and grasp safety management with a strong sense of responsibility, ensuring the overall safety and stability of the bureau, the efficient operation of all work, and the successful conclusion of the 14th Five-Year Plan and a sound start to the 15th Five-Year Plan.
